At Sam Houston State University (SHSU), the President, who serves as the institution’s chief executive officer, has ultimate responsibility for and exercises appropriate control over the institution’s fund-raising activities. Chapter 4, Section 2.2 of the Texas State University System (TSUS) Rules and Regulations delegates to the President a broad range of duties and responsibilities related to the financial activities of the University, including the University’s fund-raising activities [1]:

  • Section 2.25 – “Recommending appropriate operating budgets and supervising expenditures under approved budgets”
  • Section 2.28 – “Managing efficiently [University] business affairs and physical property; recommending additions and alterations to the physical plant; and developing long range plans for all component programs and physical facilities”
  • Section 2.2(12) – “Leading private fund development and support for the [University]”
  • Section 2.2(18) – “Accepting grants from and contracts with federal, state, and other government agencies and private foundations, advancing funds as necessary to finance such grants and contracts in which the [University] will be reimbursed”

Similar language is included within the SHSU Staff Job Classification for the President, which states, “the President shall assume active leadership in developing private fund support for the University” [2]. The Vice President for the Division of University Advancement is a direct report to the President [3] and serves as a member of the President’s Cabinet [4]. Through this supervisory relationship, the President exercises ultimate responsibility for, and appropriate control over, the institution’s fund-raising activities. The Division of University Advancement oversees fundraising activities for SHSU. For example, SHSU and the Division of University Advancement kicked off the University’s second capital campaign on January 28, 2017, entitled “Honoring Traditions, Creating Futures.” The President is taking an active role in this campaign by visiting with potential donors, hosting dinners, and attending other events and meetings.
