Sam Houston State University (SHSU) employs qualified administrative officers with the experience, competence, and capacity to lead the institution in achieving its vision and mission. Administrative officers at SHSU include the President, Vice Presidents, and their executive direct reports. SHSU’s Organizational Chart [1] documents the administrative structure within the University.

The President of SHSU is appointed by The Texas State University System (TSUS) Board of Regents [2] and has the authority and discretionary powers to effectively administer the University [3]. The President’s authority, as granted by the Board of Regents, includes responsibilities regarding personnel matters that are necessary and appropriate for the efficient administration of the institution. The President makes recommendations and requests approval from the Board to extend both employment opportunities and continued appointments of administrative officers. In accordance with the TSUS Rules and Regulations on selection and hiring of candidates [4], the Board of Regents must approve appointment of all recommended candidates.

Searches for candidates to fill vacant administrative and academic leadership positions are advertised and open to all qualifying individuals. The hiring of administrative officers at SHSU is guided by the specific hiring procedures noted in the Policy Statement and Procedures for Staffing of Non-Faculty Positions [6]. Employment of administrative personnel is based on locally developed job descriptions that may be referenced in the above table.

The President is responsible for the annual evaluation of all administrators reporting directly to him or her to include the Provost, Vice Presidents, and the Athletic Director at SHSU [7]. Likewise, the Provost and Vice Presidents perform the annual evaluations of the Associate and Assistant Vice Presidents, Deans, and Directors who report directly to them. All administrative officers are reviewed annually, as part of the institution’s Annual Performance Appraisal cycle. The annual performance appraisal process for administrative officers is outlined in the Staff Evaluation System Policy, which requires that each staff employee receive an annual performance appraisal each spring semester [8]. Annual performance appraisals are administered to measure the effectiveness of the administrative officers and are completed using the institution’s Talent Management software. Appraisal factors for administrative staff include an assessment of leadership; communication; interpersonal relationships, external communication, and attitude; decision making; and professional development [9]. For the most recent performance appraisal cycle, 100% of administrative positions were evaluated [10].
