For each of its educational programs, Sam Houston State University (SHSU) employs a sufficient number of full-time faculty members to ensure curriculum and program quality, integrity, and review, in support of its mission to provide “high quality education, scholarship, and service to qualified students for the benefit of regional, state, national and international constituencies” [1].

SHSU has three broad categories of instructional personnel: tenured, tenure-track, and term positions [2]. All tenured and tenure-track faculty are full-time faculty and meet the traditional expectation of providing teaching, research, and service contributions to the University (see Standard 6.1 for additional details), which are instrumental in ensuring curriculum and program quality, integrity, and review [3]. Tenured and tenure-track faculty are joined by term faculty, many of whom are full-time faculty and contribute to curriculum and program quality, integrity, and review. Many term faculty who are hired on either a 9-month or semester basis as either full- or part-time faculty assume support responsibilities beyond instructional assignments to include curriculum development, textbook selection, faculty governance, and other appropriate organizational interests such as academic advising, student mentoring, and committee assignments [4]. Also included as term faculty are early retirees and clinical faculty. Early retirees, formerly tenured faculty members, have elected to teach on a part-time basis as they transition into retirement. They possess all attributes associated with successful tenured faculty members and contribute to curriculum and program quality, integrity, and review. Clinical faculty are practitioners in their chosen fields and are generally full-time faculty who are not only engaged in teaching, but also clinical scheduling, clinical training, supervision evaluation, and program development.

To ensure curriculum and program quality, integrity, and review of its academic programs, SHSU has a number of policies related to faculty resources. The Academic Instructional Staffing Policy [2] outlines the procedures for assigning and reallocating faculty positions among the various departments in the University. The Faculty Instructional Workload Policy [5] outlines the expectations for normal teaching loads and includes provisions for reductions in those teaching loads for research, service, and other considerations. In addition, the Reassigned Time for Faculty Members Pursuing Research and Artistic Endeavors Policy [6] also helps clarify the teaching-load expectations for faculty. The Instructional Overload Assignment Policy [7] discourages the use of overload assignments but does allow such assignments on a short-term basis in recognition of the need for some flexibility by department chairs in scheduling classes. The Faculty Reappointment, Tenure, and Promotion Policy [8] gives additional guidance regarding the University’s expectations of faculty. Taken together, the policies highlight SHSU’s commitment to provide a sufficient number of full-time faculty to ensure curriculum and program quality, integrity, and review.

In the 2018 academic year, SHSU employed a total of 1,097 distinct individuals with instructional responsibilities. Just under 72% of these faculty were full-time faculty, providing a sufficient number of full-time faculty to ensure curriculum and program quality, integrity, and review. Table 1 provides a breakdown of instructional faculty by category. Within Standard 6.1 are additional details on the overall number of full-time faculty at SHSU and evidence of favorable comparisons to institutions throughout the State of Texas.

* As data reflect headcount, the contribution of a full-time faculty member toward educational instruction and institutional support exceeds that of a single part-time faculty member.

In the fall 2017 semester, SHSU enrolled a total of 21,114 students, a total comprised of 18,429 undergraduate students and 2,685 graduate students. The attached tables provide the breakdown of student enrollment by program [9].

Within each academic program, the University has sufficient full-time faculty to ensure curriculum and program quality, integrity, and review. As illustrated in Tables 4a-4g, more than 98% of the disciplines can boast that at least 60% of their instructors are full-time faculty. The percentage of full-time equivalent faculty in any individual program (consolidated across program level, modality, and location) ranges from a high of 100% to a low of 46.6%. It is worth noting that the one program below 50% is Secondary Education, which offers only a minor in support of other academic programs, each of which has more than 50% in full-time faculty. Furthermore, the part-time faculty in Secondary Education are primarily working professionals with significant experience that supports program quality. Thus, at both the program and institutional level, SHSU has sufficient full-time faculty and faculty resources.

The University is committed to ensuring that all students are in programs with a sufficient number of full-time faculty regardless of academic program and level (i.e., baccalaureate, master’s, doctoral), modality (i.e., face-to-face, online), or location (i.e., on-campus, off-campus). The following tables (Tables 4-10) provide the percentage of full-time faculty equivalents by (a) academic program (Table 4); (b) academic program disaggregated by program level (i.e., undergraduate, master’s, and doctoral – Tables 5, 6, and 7); (c) academic program disaggregated by modality (i.e., online – Table 8 and 9); and (d) academic program disaggregated by off-site location (Table 10). For ease of viewing, tables are presented by academic college.

Table 2 provides data by academic program and shows the following:

  • The percentage of full-time faculty equivalents consolidated across program level, modality, and off-site location within the College of Business Administration ranges from a high of 100% to a low of 80% (see Table 2a). With each discipline in the college having an overwhelming predominance of its full-time equivalent (FTE) faculty being full time, the college has an adequate number of full-time faculty.
  • The percentage of full-time faculty equivalents consolidated across program level, modality, and off-site location within the College of Criminal Justice ranges from a high of 97.3% to a low of 72.7% (see Table 2b). The College of Criminal Justice has a sufficient number of full-time faculty.
  • The percentage of full-time faculty equivalents consolidated across program level, modality, and off-site location within the College of Education ranges from a high of 100% to a low of 46.6% (see Table 2c). It is worth noting that the one program below 50% is Secondary Education, which offers only a minor in support of other academic programs, each of which has more than 50% in full-time faculty. Furthermore, the part-time faculty in Secondary Education are primarily working professionals with significant experience that supports program quality. Each academic program in the college has a sufficient number of full-time faculty.
  • The percentage of full-time faculty equivalents consolidated across program level, modality, and off-site location within the College of Fine Arts and Mass Communication ranges from a high of 91.3% to a low of 79.6% (see Table 2d). The College of Fine Arts and Mass Communication has an adequate number of full-time faculty.
  • The percentage of full-time faculty equivalents consolidated across program level, modality, and off-site location within the College of Health Sciences ranges from a high of 94.9% to a low of 62.7% (see Table 2e). The college has a sufficient number of full-time faculty.
  • The percentage of full-time faculty equivalents consolidated across program level, modality, and off-site location within the College of Humanities and Social Sciences ranges from a high of 100% to a low of 85.7% (see Table 2f). With each discipline having an overwhelming majority of its FTE faculty being full time, the college has a sufficient number of full-time faculty.
  • The percentage of full-time faculty equivalents consolidated across program level, modality, and off-site location within the College of Science and Engineering Technology ranges from a high of 100% to a low of 80% (see Table 2g). With each discipline having a vast majority of its FTE faculty being full time, the college has a sufficient number of full-time faculty.

As demonstrated in the following data, the disaggregated view of full-time faculty reveals that in all cases the institution has an adequate number of full-time faculty at the undergraduate degree level (see Tables 3a-3g):

  • The percentage of full-time faculty equivalents for undergraduate degree programs consolidated across modality and off-site location within the College of Business Administration ranges from a high of 100% to a low of 80% (see Table 3a). With each undergraduate program in the college having an overwhelming predominance of its FTE faculty being full time, the college has a sufficient number of full-time faculty.
  • The percentage of full-time faculty equivalents for undergraduate degree programs consolidated across modality and off-site location within the College of Criminal Justice is 71.6% (see Table 3b). The College of Criminal Justice has a sufficient number of full-time faculty.
  • The percentage of full-time faculty equivalents for undergraduate degree programs consolidated across modality and off-site location within the College of Education ranges from a high of 71% to a low of 46.6% (see Table 3c). As previously stated, the one program below 50% is Secondary Education, which offers only a minor in support of other academic programs, each of which has more than 50% in full-time faculty. Each undergraduate program in the college has a sufficient number of full-time faculty.
  • The percentage of full-time faculty equivalents for undergraduate degree programs consolidated across modality and off-site location within the College of Fine Arts and Mass Communication ranges from a high of 91.9% to a low of 85.7% (see Table 3d). As evidenced by the large percentage of its FTE faculty being full time, the College of Fine Arts and Mass Communication has a sufficient number of full-time faculty.

Each undergraduate program within the college has a sufficient number of full-time faculty.
  • The percentage of full-time faculty equivalents for undergraduate degree programs consolidated across modality and off-site location within the College of Humanities and Social Sciences ranges from a high of 100% to a low of 85.7% (see Table 3f). With each undergraduate program having an overwhelming majority of its FTE faculty being full time, the college has a sufficient number of full-time faculty.

* The Bachelor of General Studies in Liberal Studies (BGS) degree is an interdisciplinary degree that allows students to design a curriculum that meets individual goals by connecting three SHSU minors, a capstone General Studies course, the Texas Core Curriculum, and appropriate supporting elective courses. Adequate faculty resources are not specific to a cluster of specified courses; rather, faculty resources are demonstrated within each of the departments in which minors are offered at SHSU.

Degree Level: Master's Programs

In the following data, the disaggregated view of full-time faculty reveals that in all master’s level programs the institution has an adequate number of full-time faculty (see tables 4a-4g):

  • The percentage of full-time faculty equivalents for master’s degree programs consolidated across modality and off-site location within the College of Business Administration ranges from a high of 100% to a low of 95.2% (see Table 4a). With each master’s program in the college having an overwhelming predominance of its FTE faculty being full time, the college has sufficient number of full-time faculty.
  • The percentage of full-time faculty equivalents for master’s degree programs consolidated across modality and off-site location within the College of Criminal Justice ranges from a high of 100% to a low of 90.7% (see Table 4b). With each master’s program in the college having more than 90.7% of its FTE faculty being full time, the college has sufficient number of full-time faculty.
  • The percentage of full-time faculty equivalents for master’s degree programs consolidated across modality and off-site location within the College of Education ranges from a high of 100% to a low of 65.7% (see Table 4c). With each master’s program having a large percentage of its FTE faculty being full time, the college has a sufficient number of full-time faculty.
  • The percentage of full-time faculty equivalents for master’s degree programs consolidated across modality and off-site location within the College of Fine Arts and Mass Communication ranges from a high of 100% to a low of 94.7% (see Table 4d). Distance Education

The University does not employ a separate faculty for its online programs. The faculty who are responsible for ensuring the quality and integrity of the academic programs offered via an online modality are the same faculty who ensure the quality and integrity of face-to-face academic programs. Within each academic discipline, the full-time faculty, regardless of instructional modality, are responsible for a wide variety of activities such as advising, mentoring, student organization sponsorship, curriculum oversight, committee service, professional development, community outreach, and peer review. While all full-time faculty are responsible for the shared governance and service aspects of the academy, not all faculty teach an online course in any given semester. The following tables provide evidence of an adequate number of full-time faculty with online instructional responsibilities for the most recently completed academic year (see Tables 6 and 7). Institution-wide, an overwhelming majority (88.22%) of the full-time faculty equivalents teaching online courses in the fall 2017 or spring 2018 were full-time faculty.

The disaggregated data by level and program reveal the full-time percentages for faculty with online instructional responsibilities range from a high of 100% to a low of 60%. More than 86% of the online programs have more than 80% full-time faculty (see tables 7a-7g).

The above data demonstrate that SHSU has an adequate number of full-time faculty to ensure curriculum and program quality, integrity, and review of its online programs. SHSU Online provides ample resources to support faculty teaching online courses. As part of its mission, SHSU Online offers high quality course development services for faculty, provides a technical support desk year round, and contributes to the continuous improvement of online instruction through rigorous assessment and professional development opportunities for faculty.

In the following data, the disaggregated view of full-time faculty reveals that in all online programs the institution has an adequate number of full-time faculty (see Tables 7a-7g):

  • The percentage of full-time faculty equivalents for online programs within the College of Business Administration ranges from a high of 100% to a low of 66.67% (see Table 7a). With each online program in the college having a predominance of its FTE faculty being full time, the college has an adequate number of full-time faculty.
  • The percentage of full-time faculty equivalents for online programs within the College of Criminal Justice ranges from a high of 100% to a low of 60% for its online programs (see Table 7b). With each online program in the college having a preponderance of its FTE faculty being full time, the College of Criminal Justice has an adequate number of full-time faculty.
  • The percentage of full-time faculty equivalents for online programs within the College of Education ranges from a high of 100% to a low of 66.7% (see Table 7c). With all online programs having two-thirds or more of their FTE faculty being full time, the college has an adequate number of full-time faculty.
  • The College of Fine Arts and Mass Communication does not offer any online programs.
  • The percentage of full-time faculty equivalents for online degree programs within the College of Health Sciences ranges from a high of 96% to a low of 86.96% (see Table 7e). With all online programs having the vast majority of their FTE faculty being full time, the college has an adequate number of full-time faculty.
  • The percentage of full-time faculty equivalents for online programs within the College of Humanities and Social Sciences ranges from a high of 100% to a low of 85.16% (see Table 7f). With an overwhelming majority of its FTE faculty being full time, the college has an adequate number of full-time faculty.
  • The percentage of full-time faculty equivalents for online programs within the College of Science and Engineering Technology is 100% for each online degree program (see Table 7g). The college has an adequate number of full-time faculty.

With each program offered at TWC in the college having a vast majority of its FTE faculty being full time, the College has an adequate number of full-time faculty.
  • The percentage of full-time faculty equivalents for offerings at TWC within the College of Criminal Justice is 100% (see Table 8b). The off-site program in the college has a sufficient number of full-time faculty.
  • The percentage of full-time faculty equivalents for programs offered at TWC within the College of Education ranges from a high of 100% to a low of 65.45% (see Table 8c). With all off-site programs at TWC having a high percentage of their FTE faculty being full time, the college has a sufficient number of full-time faculty.
  • The percentage of full-time faculty equivalents for offerings at TWC within the College of Fine Arts and Mass Communication is 100% (see Table 8d). With all off-site programs having 100% of their FTE faculty being full time, the college of Fine Arts and Mass Communication has a sufficient number of full-time faculty.
