For each of its educational programs, Sam Houston State University (SHSU) employes a sufficient number of full-time faculty members to ensure curriculum and program quality, integrity, and review.

SHSU has three broad categories of instructional personnel: tenured, tenure-track, and non-tenure track positions [1]. Tenured and tenure-track faculty titles include Assistant Professor, Associate Professor, Professor, Regents’ Professor, and Distinguished Professor. Non-tenure track/term faculty include: Lecturer-Pool, Lecturer, Senior Lecturer, Clinical Lecturer, Senior Clinical Lecturer, Clinical Assistant Professor, Clinical Associate Professor, Clinical Professor, Lecturer of Practice, Senior Lecturer of Practice, Assistant Professor of Practice, Associate Professor of Practice, Professor of Practice, Assistant Research Professor, Associate Research Professor, Research Professor, Visiting Assistant Professor, Visiting Associate Professor, Visiting Professor, Visiting Scholar, Scholar-in-Residence, Writer-In-Residence, Artist-in-Residence, and Postdoctoral Fellow [1].

All tenured and tenure-track faculty are full-time faculty and meet the traditional expectations of providing teaching, research, and service contributions to the University, which are instrumental in ensuring curriculum and program quality, integrity, and review [2]. Tenured and tenure-track faculty are joined by non-tenure track faculty, many of whom are full-time faculty who contribute to curriculum and program quality, integrity, and review [3]. Many non-tenure track faculty who are hired on either a 9-month, 12-month, or semester basis as either full- or part-time faculty assume support responsibilities beyond instructional assignments to include curriculum development, textbook selection, faculty governance, and other appropriate organizational interests such as academic advising, student mentoring, and committee assignments [3].

Included as non-tenure track faculty are early retirees and clinical faculty. Early retirees, formerly tenured faculty members, have elected to teach on a part-time basis as they transition into retirement. They possess all attributes associated with successful tenured faculty members. Clinical faculty are practitioners in their chosen fields and are generally full-time faculty who are not only engaged in teaching, but also clinical scheduling, clinical training, supervision evaluation, and program development. Additionally, instructional staffing is supported by graduate teaching assistants, all of whom are supervised by full-time instructional personnel and have in-service training to support their teaching efforts [4].

In the higher education tradition of valuing shared governance, faculty members at SHSU are expected to support the quality, integrity, and review of academic programs through not only instruction, but also by engaging in services and activities including, but not limited to, curriculum development, oversight, and assessment; advising; mentoring; student organization sponsorship; committee service; professional development; and community collaboration and outreach [5] [3].

To ensure the quality and integrity of its academic programs, SHSU has a number of policies related to faculty resources. The Faculty Workload policy [6] outlines the expectations for normal teaching loads, recognizes that faculty members’ interests, strengths, and skills vary, provides flexibility to assign workloads that meet the University’s needs, and includes provisions for reductions in those teaching loads for research, service, and other considerations. The policy defines a full-time faculty workload as “Full-time faculty workload equates to 12 workload credit[s] each fall, spring, and long summer semester. Summer employment may be available to faculty with nine-month contracts. Faculty workload may include a combination of teaching or librarianship, conducting scholarly/creative activities, and performing service or administrative duties” [6].

In addition, the Instructional Overload Assignment policy [7] discourages the use of overload assignments but does allow such assignments on a short-term basis in recognition of the need for some flexibility by department chairs in scheduling classes. The Faculty Evaluation System for Tenured and Tenure-Track Faculty and the Hiring, Evaluation, Promotion, and Merit for Non-Tenure Track Faculty policies [3] give guidance regarding the University’s expectations of faculty, provide an orderly, comprehensive approach for the evaluation of all faculty members at SHSU, and recognize three categories for purposes of evaluation: teaching effectiveness, scholarly and/or creative accomplishments, and service. The Performance Evaluation of Tenured Faculty Policy [8] describes the process for evaluating tenured faculty members. The Faculty Development Leave Policy [9] provides an avenue for faculty to take development leave to perform research or other learning activities to enhance knowledge. The SHSU Faculty Handbook provides additional guidance regarding the institution’s expectations as to the role of the faculty, as well as links and reference to the above-described policies [10]. Taken together, these policies highlight SHSU’s awareness of, and commitment to, providing an adequate number of full-time faculty to support the mission and goals of the institution.

In the 2023-2024 academic year, SHSU employed a total of 1,232 distinct individuals with instructional responsibilities. Just under 70% of these faculty were full-time faculty, providing a sufficient number of full-time faculty to support the mission and goals of the institution. Table 1 provides a breakdown of instructional faculty by category. Within Standard 6.1 are additional details on the overall number of full-time faculty at SHSU and evidence of favorable comparisons to institutions throughout the State of Texas.

In the fall 2023 semester, SHSU enrolled a total of 21,408 students, a total comprised of 18,179 undergraduate students and 3,229 graduate and professional students [11]. The attached tables provide the breakdown of student enrollment by program [12].

Within each academic program, the University has sufficient full-time faculty to ensure curriculum and program quality, integrity, and review. As a minimum threshold, the Council of Academic Deans at SHSU expects that, for each academic program, 50% of the total full-time faculty equivalents (FTFE) be full-time faculty. As illustrated in Tables 2a-2g, more than 95% of the undergraduate programs demonstrate greater than 70% of their total FTFE are comprised of full-time faculty. At the graduate level, more than 98% of the master's programs have at least 70% of their total FTFE comprised of full-time faculty and 100% of the doctoral programs have at least 80% of their total FTFE comprised of full-time faculty. In addition, the percentage of FTFE comprised of full-time faculty in online programs ranges from a high of 100% to a low of 57.14% and at off-site locations from a high of 100% to a low of 66.06%. Thus, at both the program and institutional level, as well as across modalities and locations, SHSU has sufficient full-time faculty and faculty resources.

The University is committed to ensuring that all students are in programs with a sufficient number of full-time faculty regardless of academic program and level (i.e., baccalaureate, master’s, doctoral), modality (i.e., face-to-face, online), and location (i.e., on-campus, off-campus). The following tables (Tables 2-8) provide the headcount, full-time faculty equivalents (FTFE), and percentage of FTFE by (a) academic program disaggregated by program level (i.e., undergraduate, master’s, and doctoral – Tables 2, 3, and 4); (c) academic program disaggregated by modality (i.e., online – Tables 5 and 6); and (d) academic program disaggregated by off-site location (Tables 7 and 8). Data were analyzed for instructional personnel who had instructional assignments in the most recently completed academic year (2023-2024). Instructional personnel teaching in more than one program and/or at more than one level are reflected in each applicable program and level. For ease of viewing, tables are presented by academic college.

Headcount and FTFE by Degree Level: Undergraduate Programs

The University is committed to ensuring a sufficient number of full-time faculty for each of its undergraduate educational programs. As demonstrated in the following data, the disaggregated view of full-time faculty reveals that in all cases the institution has a sufficient number of full-time faculty at the undergraduate level (see Tables 2a-2g). A brief description of full-time faculty data at the undergraduate level is provided by college below.

College of Arts and Media

The percentage of full-time faculty equivalents for undergraduate degree programs consolidated across modality and off-site location within the College of Arts and Media ranges from a high of 100% to a low of 84.85%. Across undergraduate programs, full-time faculty headcounts by undergraduate course discipline range from a high of 46 to a low of 11 (see Table 2a).

College of Business Administration

The percentage of full-time faculty equivalents for undergraduate degree programs consolidated across modality and off-site location within the College of Business Administration ranges from a high of 100% to a low of 88.37%. Across undergraduate programs, full-time faculty headcounts by undergraduate course discipline range from a high of 24 to a low of six (see Table 2b).

College of Criminal Justice

The percentage of full-time faculty equivalents for undergraduate degree programs consolidated across modality and off-site location within the College of Criminal Justice ranges from a high of 100% to a low of 58.54%. Across undergraduate programs, full-time faculty headcounts by undergraduate course discipline range from a high of 48 to a low of six (see Table 2c).

College of Education

The percentage of full-time faculty equivalents for undergraduate degree programs consolidated across modality and off-site location within the College of Education ranges from a high of 100% to a low of 76.19%. Across undergraduate programs, full-time faculty headcounts by undergraduate course discipline range from a high of 28 to a low of seven (see Table 2d).

College of Health Sciences

The percentage of full-time faculty equivalents for undergraduate degree programs consolidated across modality and off-site location within the College of Health Science ranges from a high of 78.74% to a low of 57.14%. Across undergraduate programs, full-time faculty headcounts by undergraduate course discipline range from a high of 26 to a low of one (see Table 2e). Additional context is provided for two undergraduate programs within the college with relatively fewer full-time faculty.

The Fashion Merchandising, BA/BS degree program had 1 full-time faculty, supplemented by 2 part-time faculty members during the 2023-2024 academic year. With an unduplicated enrollment of 65 students [12], the program features career-focused courses to prepare students for a fast-paced and changing fashion industry. The nature of the fashion industry requires a program curriculum and delivery informed by industry experts. The two part-time faculty members in this program have taught within the program for three years, bringing strong academic and professional experience in merchandising, retail, buying, planning, allocation, branding, sales, and project management.

The Interior Design, BA/BS degree program had 2 full-time faculty members, supplemented by 3 part-time faculty members during the 2023-2024 academic year, and an unduplicated enrollment of 118 students [12]. During this time period, the program had an open search for a third full-time faculty member, and the Department Chair, with an academic background in Interior Design, has supplemented the 5 program faculty members, serving in the program coordinator role. As of November 2024, a third full-time faculty member has accepted a preliminary offer to join the program.

College of Humanities and Social Sciences

The percentage of full-time faculty equivalents for undergraduate degree programs consolidated across modality and off-site location within the College of Humanities and Social Sciences ranges from a high of 100% to a low of 80%. Across undergraduate programs, full-time faculty headcounts by undergraduate course discipline range from a high of 48 to a low of two (see Table 2f). Additional context is provided for the undergraduate program within the college with relatively fewer full-time faculty.

The French, BA degree program had 2 full-time faculty members during the 2023-2024 academic year, and an unduplicated enrollment of only 1 student [12]. As the program also supports coursework included in the core curriculum, as well as coursework for enrolled minors, upper-division coursework is delivered on a rotational basis to avoid repetition for major and minor students.

College of Science and Engineering Technology

The percentage of full-time faculty equivalents for undergraduate degree programs consolidated across modality and off-site location within the College of Science and Engineering Technology ranges from a high of 100% to a low of 82.60%. Across undergraduate programs, full-time faculty headcounts by undergraduate course discipline range from a high of 50 to a low of seven (see Table 2g).

* The Bachelor of Science in Integrated Studies degree is an interdisciplinary degree that allows students to design a curriculum that meets individual goals by connecting three SHSU minors, a capstone General Studies course, the Texas Core Curriculum, and appropriate supporting elective courses. Adequate faculty resources are not specific to a cluster of specified courses; rather, faculty resources are demonstrated within each of the departments in which minors are offered at SHSU.

Headcount and FTFE by Degree Level: Master's Programs

The University is committed to ensuring a sufficient number of full-time faculty for each of its master’s degree programs. As demonstrated in the following data, the disaggregated view of full-time faculty reveals that in all cases the institution has a sufficient number of full-time faculty at the master’s degree level (see Tables 3a-3g). A brief description of full-time faculty data at the master’s level is provided by college below.

College of Arts and Media

The percentage of full-time faculty equivalents for master’s degree programs consolidated across modality and off-site location within the College of Arts and Media ranges from a high of 100% to a low of 94.12%. Across master’s programs, full-time faculty headcounts by master’s course discipline range from a high of 10 to a low of 5 (see Table 3a).

College of Business Administration

The percentage of full-time faculty equivalents for master’s degree programs consolidated across modality and off-site location within the College of Business Administration ranges from a high of 100% to a low of 80%. Across master’s programs, full-time faculty headcounts by master’s course discipline range from a high of 13 to a low of one (see Table 3b). However, the two master’s course disciplines with only one full-time faculty member each have only a single course required within the MBA program (Business Analysis and Marketing).

College of Criminal Justice

The percentage of full-time faculty equivalents for master’s degree programs consolidated across modality and off-site location within the College of Criminal Justice ranges from a high of 100% to a low of 80%. Across master’s programs, full-time faculty headcounts by master’s course discipline range from a high of 23 to a low of five (see Table 3c).

College of Education

The percentage of full-time faculty equivalents for master’s degree programs consolidated across modality and off-site location within the College of Education ranges from a high of 100% to a low of 61.54%. Across master’s programs, full-time faculty headcounts by master’s course discipline range from a high of 28 to a low of two (see Table 3d). However, the master’s degree discipline, Early Childhood Education, with a full-time headcount of two, is one of three master’s disciplines supporting the TESOL, M.Ed. The degree is also supported by five full-time faculty teaching Bilingual/English as a Second Language and seven full-time faculty teaching Reading coursework toward the degree.

College of Health Sciences

The percentage of full-time faculty equivalents for master’s degree programs consolidated across modality and off-site location within the College of Health Science ranges from a high of 78.74% to a low of 72.73%. Across master’s programs, full-time faculty headcounts by master’s course discipline range from a high of 13 to a low of two (see Table 3e). Additional context is provided for the master’s program within the college with relatively fewer full-time faculty.

The Sport Management, MS degree program had 2 full-time faculty, supplemented by 3 part-time faculty members during the 2023-2024 academic year. With an unduplicated enrollment of 20 students [12], the program prepares students for a variety of executive positions within athletic and sport organizations at the community, educational, and/or professional levels. The program’s part-time faculty are professionally trained and bring vast, real-world knowledge that helps prepare students for future roles in industry. Part-time faculty in the program have held such roles as Vice President of Ticket and Event Sales & Senior Director of Sales and Market Analytics for the Houston Texans (NFL), Senior Vice President of Marketing/CMO for the Houston Rockets (NBA), and Executive Vice-President/CMO for the Houston Dynamo, Dash, BBVA Compass Stadium, Dynamo Charities (MLS). While not providing instruction during the 2023-2024 year, a former NFL team president has also served as a part-time faculty member, bringing significant industry expertise to the program.

College of Humanities and Social Sciences

As demonstrated in the following data, the disaggregated view of full-time faculty reveals that in all cases the institution has a sufficient number of full-time faculty at the doctoral degree level (see Tables 4a-4e). A brief description of full-time faculty data at the doctoral level is provided by college below.

College of Criminal Justice

The percentage of full-time faculty equivalents for doctoral degree programs consolidated across modality and off-site location within the College of Criminal Justice is 100%. Across doctoral programs, full-time faculty headcounts by doctoral course discipline range from a high of 10 to a low of four (see Table 4a).

College of Education

The percentage of full-time faculty equivalents for doctoral degree programs consolidated across modality and off-site location within the College of Education ranges from a high of 100% to a low of 94.12%. Across doctoral programs, full-time faculty headcounts by doctoral course discipline range from a high of 12 to a low of eight (see Table 4b).

College of Humanities and Social Sciences

The percentage of full-time faculty equivalents for the doctoral degree program consolidated across modality and off-site location within the College of Humanities and Social Sciences is 100%. The full-time faculty headcount for the doctoral course discipline is nine (see Table 4c).

College of Science and Engineering Technology

Headcount and FTFE for Distance Education Programs

The University is committed to ensuring a sufficient number of full-time faculty for each of its online degree programs. The University does not employ a separate faculty for its online programs. The faculty who are responsible for ensuring the quality and integrity of the academic programs offered via an online modality are the same faculty who ensure the quality and integrity of face-to-face academic programs. Within each academic discipline, the full-time faculty, regardless of instructional modality, are responsible for a wide variety of activities such as advising, mentoring, student organization sponsorship, curriculum oversight, committee service, professional development, community outreach, and peer review. While all full-time faculty are responsible for the shared governance and service aspects of the academy, not all faculty teach an online course in any given semester. The following tables provide evidence of an adequate number of full-time faculty with online instructional responsibilities for the most recently completed academic year (see Tables 5 and 6a-6g). As demonstrated in the following data, the disaggregated view of full-time faculty reveals that in all cases the institution has a sufficient number of full-time faculty for its online programs. Across all online programs, 812 full-time faculty members provided instruction in online programs, representing 90.68% of the online instructional full-time faculty equivalent. A brief description of full-time faculty data for online programs by college is provided below.

College of Arts and Media

The percentage of full-time faculty equivalents for online degree programs within the College of Arts and Media ranges from a high of 100% to a low of 93.33%. Across online programs, full-time faculty headcounts by course discipline range from a high of seven to a low of three (see Table 6a).

College of Business Administration

The percentage of full-time faculty equivalents for online degree programs within the College of Business Administration ranges from a high of 100% to a low of 80%. Across online programs, full-time faculty headcounts by course discipline range from a high of 19 to a low of one (see Table 6b). However, the two master’s course disciplines with only one full-time faculty member each have only a single course required within the MBA program (Business Analysis and Marketing).

College of Criminal Justice

The percentage of full-time faculty equivalents for online degree programs within the College of Criminal Justice ranges from a high of 100% to a low of 58.54%. Across online programs, full-time faculty headcounts by course discipline range from a high of 38 to a low of five (see Table 6c).

College of Education

The percentage of full-time faculty equivalents for online degree programs within the College of Education ranges from a high of 100% to a low of 61.54%. Across online programs, full-time faculty headcounts by course discipline range from a high of 16 to a low of one (see Table 6d). However, the doctoral course discipline with only one full-time faculty member, Higher Education, is one of three doctoral disciplines contributing to the Higher Education Leadership, EdD degree, with six full-time faculty teaching Educational Leadership and 10 full-time faculty teaching Developmental Education coursework toward the degree.

College of Health Sciences

The percentage of full-time faculty equivalents for online degree programs within the College of Health Science ranges from a high of 98.11% to a low of 57.14%. Across online programs, full-time faculty headcounts by course discipline range from a high of 14 to a low of one (see Table 6e). Additional context is provided for the online, undergraduate program within the college with relatively fewer full-time faculty.

The Fashion Merchandising, BA/BS degree program had 1 full-time faculty, supplemented by 2 part-time faculty members during the 2023-2024 academic year. With an unduplicated enrollment of 65 students [12], the program features career-focused courses to prepare students for a fast-paced and changing fashion industry. The nature of the fashion industry requires a program curriculum and delivery informed by industry experts. The two part-time faculty members in this program have taught within the program for three years, bringing strong academic and professional experience in merchandising, retail, buying, planning, allocation, branding, sales, and project management.

College of Humanities and Social Sciences

The percentage of full-time faculty equivalents for online degree programs within the College of Humanities and Social Sciences ranges from a high of 100% to a low of 83.95%. Across online programs, full-time faculty headcounts by course discipline range from a high of 25 to a low of five (see Table 6f).

College of Science and Engineering Technology

The percentage of full-time faculty equivalents for online degree programs within the College of Science and Engineering Technology ranges from a high of 100% to a low of 94.12%. Across online programs, full-time faculty headcounts by course discipline range from a high of 8 to a low of four (see Table 6g).

The following tables provide evidence of an adequate number of full-time faculty with off-site location instructional responsibilities for the most recently completed academic year (see Tables 7 and 8a-8d). While SHSU occasionally offers degree programs to select cohorts of students at various off-site locations (e.g., school districts), during the most recently completed academic year, programs were only offered at The Woodlands Center (TWC) and College of Osteopathic Medicine locations. As demonstrated in the following data, the disaggregated view of full-time faculty reveals that in all cases the institution has a sufficient number of full-time faculty for its off-site location programs. Across all off-site programs, 120 full-time faculty members provided instruction in TWC programs, representing 84.59% of the TWC instructional full-time faculty equivalent and 32 full-time faculty members provided instruction in the College of Osteopathic Medicine program, representing 84.43% of the College of Osteopathic Medicine instructional full-time faculty equivalent. A brief description of full-time faculty data for these off-site location programs by college is provided below.

College of Business Administration

The percentage of full-time faculty equivalents for TWC degree programs within the College of Business Administration was 100%. Across TWC programs, full-time faculty headcounts by course discipline range from a high of 10 to a low of one (see Table 8a). However, the two undergraduate course disciplines with only one full-time faculty member (Business Administration and Marketing) each provide instruction in a multi-disciplinary degree, Business Administration, BBA. The BBA is further supported by 10 full-time faculty teaching Accounting, 3 full-time faculty teaching Business Analysis, 3 full-time faculty teaching Finance, and 5 full-time faculty teaching Management. Further, the BBA degree requires students to take a combination of TWC and online coursework to complete the degree.

College of Education

The percentage of full-time faculty equivalents for TWC degree programs within the College of Education ranges from a high of 100% to a low of 84.21%. Across TWC programs, full-time faculty headcounts by course discipline range from a high of eight to a low of four (see Table 8b).

College of Health Sciences

The percentage of full-time faculty equivalents for TWC degree programs within the College of Health Science ranges from a high of 72.73% to a low of 66.06%. Across TWC programs, full-time faculty headcounts by course discipline range from a high of 26 to a low of two (see Table 8c). Additional context is provided for the master’s program within the college with relatively fewer full-time faculty.

The Sport Management, MS degree program had 2 full-time faculty, supplemented by 3 part-time faculty members during the 2023-2024 academic year. With an unduplicated enrollment of 20 students [12], the program prepares students for a variety of executive positions within athletic and sport organizations at the community, educational, and/or professional levels. The program’s part-time faculty are professionally trained and bring vast, real-world knowledge that helps prepare students for future roles in industry. Part-time faculty in the program have held such roles as Vice President of Ticket and Event Sales & Senior Director of Sales and Market Analytics for the Houston Texans (NFL), Senior Vice President of Marketing/CMO for the Houston Rockets (NBA), and Executive Vice-President/CMO for the Houston Dynamo, Dash, BBVA Compass Stadium, Dynamo Charities (MLS). While not providing instruction during the 2023-2024 year, a former NFL team president has also served as a part-time faculty member, bringing significant industry expertise to the program.

College of Science and Engineering Technology

The percentage of full-time faculty equivalents for the TWC degree program within the College of Science and Engineering Technology is 100%. The full-time faculty headcount for the course discipline is one (see Table 8d). However, the program, Geographic Information Systems, MS, requires students to take a combination of TWC and online coursework to complete the degree. TWC offerings are supplemented by 4 full-time faculty teaching online, master’s level Geography coursework.

College of Osteopathic Medicine

The percentage of full-time faculty equivalents for the College of Osteopathic Medicine program is 84.43%. The full-time faculty headcount for the College is 32 (see Table 8e).
